Programme LT13 „Efficiency, Quality and Transparency in Lithuanian Courts“

Agreement for the implementation of the Programme LT13 „Efficiency, Quality and Transparency in Lithuanian Courts“ (hereinafter referred to as the Programme), financed under the Norwegian Financial Mechanism (Programme implementation agreement), has been signed by the Ministry of Finance of the Republic of Lithuania, PI Central Project Management Agency and the National Courts Administration on 26 April 2013.

The overall objective of the Programme – a fairer and more efficient judicial system.

Programme Operator – National Courts Administration (Lithuania)
Donor Programme Partner – Norwegian Courts Administration (Norway)

Three pre-defined projects will be implemented within the Programme:
1) Modernization of the courts' information system (system for case-handling and audio recording of court hearings)
2) Improved support to witnesses and crime victims during the court procedure including strengthening of security in court buildings
3) Strengthening the competence of representatives of judicial system (including judges, court staff and representatives of NCA) (training)

While implementing the pre-defined projects, Project promoters will be able to apply for extra grants from the Bilateral Fund at Programme level for strengthening bilateral relations between Lithuania and Norway.

Period for the implementation of pre-defined projects: IV quarter of 2013 – II quarter of 2016.

IMPLEMENTATION OF THE PROGRAMME:

3 September 2014, the funding for the bilateral fund activity within the Programme LT13 “Efficiency, Quality and Transparency in Lithuanian Courts” under the Norwegian Financial Mechanism 2009–2014 – „The participation in the international conference „Arc of Justive. Electroinc Information Exchange mangement in Justice System“ was approved by the Order of the Director of the National Courts Administration No 6P-166-(1.1). The activity will be funded by the Bilateral Cooperation Fund of the Programme 7879,01 Lt (2281,91 EUR).

4 July, 2014, Amendment of Description of Administrative Procedure for the Use of Bilateral Cooperation Fund of the Programme LT13 “Efficiency, Quality and Transparency in Lithuanian Courts” under the Norwegian Financial Mechanism 2009–2014 and its Annexes has been approved by the Order of the Director of the National Courts Administration No. 6P-141-(1.1): Annex 1, Annex 2, Annex 3, Annex 4, Annex 5, Annex 6.

4 April 2014, the funding for the bilateral fund activity within the Programme LT13 “Efficiency, Quality and Transparency in Lithuanian Courts” under the Norwegian Financial Mechanism 2009–2014 – „Pilot Mediation project” (periodo f implementation May – December 2014) was approved by the Order of the Director of the National Courts Administration No 6P-75-(1.1). The activity will be funded by the Bilateral Cooperation Fund of the Programme LT13 (17 607,16 EUR).

12 February 2014, the funding for the bilateral fund activity within the Programme LT13 “Efficiency, Quality and Transparency in Lithuanian Courts” under the Norwegian Financial Mechanism 2009–2014 - International conference “Implementing and Ensuring the Constitutional Principle of Judicial Independence” (to be held on May 2014) was approved by the Order of the Director of the National Courts Administration No 6P-50-(1.1). The activity will be funded by the Bilateral Cooperation Fund of the Programme LT13 (15 929 EUR).

27 November, 2013 – the grants from the Programme have been allocated for pre-defined projects by the Order of the Director of the National Courts Administration No. 6P-218 “Regarding the allocation of grants from the Programme LT13 “Efficiency, Quality and Transparency in Lithuanian Courts””.

2 August, 2013 – Regulation on Direct Financing of Pre-defined Projects and its Annexes have been approved by the Order of the Director of the National Courts Administration No. 6P-125-(1.1): Annex 1, Annex 2, Annex 3, Annex 4, Annex 5, Annex 6, Annex 7.

26 April, 2013 – Programme implementation agreement has been signed by the Ministry of Finance of the Republic of Lithuania, PI Central Project Management Agency and the National Courts Administration.

3 April, 2013 – Programme agreement has been signed by the Ministry of Finance of the Republic of Lithuania and the Donors (LT, EN).

18 January, 2012 – the National Courts Administration has been appointed Programme Operator by Order No. 57 of the Government of the Republic of Lithuania “On the Administration of the 2009-2014 European Economic Area and Norwegian Financial Mechanisms 2009–2014 in Lithuania” (Official Gazette, 2012, No. 10-393).

17 October, 2012 – the Programme proposal has been approved by the Donors.

14 December, 2011 – the Programme proposal has been submitted to the Donors for their appraisal.

5 April, 2011 – the National Courts Administration has been suggested to be appointed Programme Operator by the Memorandum of Understanding concluded between the Republic of Lithuania and the Kingdom of Norway on the Implementation of the Norwegian Financial Mechanism 2009-2014 (Official Gazette, 2011, No. 56-2689).
