The National Courts Administration cooperates with the Court Administration Republic of Latvia

In March 2016 Court Administration Republic of Latvia launched the project according to which Latvia will implement European Case Law Identifier or ECLI.

Project summary (justification):

The project's overall objective is to implement the European Case Law Identifier or ECLI to facilitate the correct and straightforward presentation of references with regard to judicial decisions. ECLI will provide easy access to both the Latvian and other EU member states judicial decisions that improve judges' expertise to EU law resorting and implementation, as well as ensuring uniform access to the database of court decisions already at the hearing.

Project goal:

- promote a common judicial practice by applying and interpreting European legislation;
- promoting correct and clear judgment quoting from the European and national courts by implementing of ECLI in Latvia;

- improve the adjudication procedure and make more effective judicial decision-making procedure.

Within the project experience exchange visit is planned to the National Courts Administration in November, 2016.

On 26th September, 2017 agreement for the project "Strengthening public trust in courts", project No. 10.1.4-ESFA-V-922-01-0003 implementation was signed

Budget – 374.184,36 Eur  

The project aims to increase the efficiency of court activities and to strengthen public confidence of courts by improving the quality of service for clients of courts, as well as increasing transparency and accessibility of court information.

Project activities are complex, aiming to improve the quality standards of procedural court decisions, service and information provision for court clients. The expected outcomes of the project are: 1. To design a client service model (standard) for courts; 2. To design quality standards for procedural court decisions; 3. To accomplish a sociological study on public trust in courts, to develop a feasibility study and to implement public campaigns in order to increase a level of public trust in courts; 4. To enhance competence of the court staff.  By completing the project activities, the efficiency of courts will increase and public trust in courts will be strengthen.

"Development of the judicial cooperation in criminal matters"

The National Courts Administration of the Republic of  Lithuania in cooperation with the National Court Administration of the Republic of Latvia and Ministry of Justice of Croatia from April 2019 starts to implement  the project “Development of the judicial cooperation in criminal matters”, which is scheduled to be completed in October 2020.

Project promoter: The National Court Administration of of the Republic of Latvia.

Project partners: The National Courts Administration of of the Republic of Lithuania and Ministry of Justice of Croatia.

The objective of the project is to promote judicial cooperation in criminal matters and to contribute to the effective and coherent application of EU mutual recognition instruments in criminal matters. It is planned to develop unified case law approach executing the sentences defined by the foreign judicial institutions and to contribute the cooperation in the criminal matters. The project is based on two decisions of the Council of the European Union, namely, No.2008/909/JHA on the application of the principle of mutual recognition to judgments in criminal matters imposing custodial sentences or measures involving deprivation of liberty for the purpose of their enforcement in the European Union and No. 2008/947/JHA on the application of the principle of mutual recognition to judgments and probation decisions with a view to the supervision of probation measures and alternative sanctions.

It is planned to organize experience exchange visits to project partner’s countries. Also within the framework of the project, a unified report of court practice will be developed, which will be presented in case law seminars for judges and court employees in different regions of Latvia and Lithuania, as well one seminar will be organized in Zagreb.

At the end of the project, it is also planned to organize an international conference in Latvia, where the issues of implementation of the principles of the decisions of the Council of the European Union will be discussed.

The total budget of the project is 97 098.22 euro, of which 80% is financed by the European Commission, while 20% is financed by the public authorities of Latvia, Lithuania and Croatia.
