The Judicial System Awards Commission

The Judicial System Awards Commission (hereinafter referred to as the Commission) is a standing commission formed by the Council of Judges, which considers the nominations for the award, other issues related to the awarding and/or cancellation of the award and submits its conclusions to the Council of Judges.

In its activities, the Commission follows the Constitution of the Republic of Lithuania, the Law on Courts of the Republic of Lithuania, Regulations on the Judicial System Awards Commission, The description of the award procedure of the Judicial System, and other legal acts. Its activities are based on the principles of collegiality, impartiality, independence, and objectivity. The Commission is accountable to the Council of Judges.

The Commission is composed of judges, members of the judiciary, and members of the public to be active for the term of the Council of Judges. The Commission shall consist of thirteen members, eight of whom shall be judges. Representatives of members of the Commission shall be nominated by representatives of the relevant courts and professional organizations of judges.

In the appointment of members of the commission to judges representation of the following must be ensured:

1. professional organizations of judges - the Association of Judges of the Republic of Lithuania and the Union of Judges of District Courts;

2. all branches of courts of general jurisdiction - district and regional courts, the Court of Appeal of Lithuania, the Supreme Court of Lithuania;

3. for all branches of specialized courts - regional administrative courts and the Supreme Administrative Court of Lithuania.

Appointment of members of the Commission

Two members of the commission are appointed from among the staff of the judiciary. the National Courts Administration and the courts have the right to nominate their; one member of the commission is appointed on the proposal of the Association of Assistants to Judges. Two members of the commission are appointed from among the members of the public. Citizens of the Republic of Lithuania, public organizations, and state institutions have the right to nominate them.

Chairperson of the Commission

The Council of Judges shall appoint the Chairperson of the Commission from among the Judges of the Commissioners-designate.

A member of the Council of Judges, as well as a judge, civil servant, or other court employee or a person employed under a contract of employment who has been subject to official or disciplinary penalties, may not be a member of the Commission.

When the Chairperson of the Commission is unable to perform the functions specified in Regulations on the Judicial System Awards Commission, his functions shall be performed by a Judge who is a member of this Commission appointed by the Chairperson of the Commission, or, if there is no appointed Judge, by the oldest Judge in the composition of the Commission.
